“Exempt clearing work” is a defined list in Schedule 21 of the Planning Regulation 2017 (e.g. certain building works, routine property management, and some infrastructure maintenance) with strict conditions. Even if state law says it’s exempt, local planning overlays or other laws (e.g. koala controls, protected plants, marine plants) may still restrict clearing — so check everything before starting.
